NCLGS Winter Meeting 2026 brings together state legislators, gaming regulators, industry stakeholders, government officials, and other professionals to discuss gaming legislation, regulation, technology, and emerging issues affecting the U.S. gaming industry.

The National Council of Legislators from Gaming States (NCLGS) is a non-partisan organization of state lawmakers who meet regularly to discuss issues related to gaming and gaming regulation. Its meetings provide a forum for legislators, regulators, industry representatives, and other stakeholders to exchange information and examine developments affecting state gaming policy.

The Winter Meeting covers a broad range of gaming sectors, including lotteries, casinos, sports betting, internet gaming, pari-mutuel gaming, Indian gaming, responsible gaming, and emerging forms of gaming. NCLGS programs use panel discussions and presentations to examine regulatory developments, policy questions, technology, market changes, and other issues relevant to state-authorized gaming.

The meeting also provides opportunities for gaming companies, suppliers, regulators, legislators, and other industry professionals to connect and discuss developments affecting the gaming ecosystem. For SmartPlay and other lottery and gaming technology companies, the event provides exposure to a policy-focused audience that includes state lawmakers, regulators, lottery representatives, and gaming industry stakeholders.
